The one simple thing you can do, is to place your dogs in commune with other stable dogs, this might be at an animal sanctuary, or something of that ilk. First of all though, you need to learn leash control, and walk your dog where you know there will be other dogs. The timing of the jerk on the leash is most important when you come across another dog, before it gets into the attack mode.
